In the fall of 2007, the Domestic Violence Advisory Council, which consisted of 14 members with expertise on violence against women, was established to provide advice on improving the existing system of supports and services for abused women and their children in Ontario. The Council was asked to focus its work on recommendations that could be achieved by making better use of existing resources and that built on promising practices.

To undertake the task, the Council commissioned two reseach projects: Study on the Experiences of Abused Women in the Family Courts in Eight Regions in Ontario and Shifting Public Policy Direction: Gender-Focused versus Bi-Directional Intimate Partner Violence.

The recommendations were released in the 2009 report, Transforming our Communities: Report from the Domestic Violence Advisory Council for the Minister Responsible for Women’s Issues.
